The third furlough day is not a surprise as he can furlough state workers as many days as he chooses. No one can predict what the Governor will do next. Even if the Legislature agreed to cut state worker pay 5%, the Governor can impose more furlough days. The question remains, how many months or years will the furloughs be imposed?
